It's also explicitly intended. There's a subtlety: 402 is for when the
server knows that it doesn't handle any extensions. 202 is for when it has
to check (perhaps by invoking various modules) and then discovers that
there aren't any (and, again, if the individual modules output their own
lists, the main code might not know how many there were).
