The ISO standard for writing dates and times gives:

    20011212T155523                short form
    2001-12-12T15:55:23            long form

The "T" is necessary to show the boundary between date and time in the
short form, and is advisable in the long form.

Incidentally, the correct way to write "December 13th" without giving a
year is "-12-13".
