ietf-nntp <distributions> parameter to NEWGROUPS and NEWNEWS

I'm seriously tempted to drop the code from INN, then, as the angle
bracket thing is just odd, I don't consider distributions useful enough in
practice to warrant the NEWNEWS performance hit, and while selecting what
hierarchies you want to see new newsgroups in is vaguely useful, using a
syntax to do it that is utterly unlike anything else in NNTP is nasty.
