ietf-nntp What should be in 12

I hope we can come to some agreement on Wildmat before the deadline (the 24th)
as I would really like to get that into 12. I will also make the typo fixes that
folks have pointed out in 12. I will make the suggested MODE READER section
renumbering for 12.

I am not sure if we can overhaul PAT for 12, but I will make it consistent or we
can remove it altogether.

I will add a clarification to the DATE command that will hopefully make this
issue about GMT/UTC go away.

I will not combine section 8 with section 12. I may do some more work (as
suggested) to section 9's organization, but that would be something I will do
last, so it may not be done for this version. 

I will plan to make 13 deal with the formatting issues that are not in done for
12.

So, let's concentrate on wildmat for 12, ok?
