Formal.  It should stand as a complete specification without any
dependence on Unix or any other wildmat implementations.

I worry that the syntax here is specified in prose rather than ABNF as
per the draft para 13.  ABNF is (or should be) more succinct and less
open to misinterpretation, it's also much easier to get right (IMHO).
