I agree with this. The definition of a newsgroup name should be RFC 1036 (and
anything that might modify that) territory. That's one of the reasons this is
not covered (except by reference to RFC 1036) in the current draft. In fact
UTF-8 is only included because it didn't seem reasonable to pass all that stuff
to RFC 1036 (and anthing that might modify that), through that would have been
my preference.
