RFC 977 specified that newsgroup names are case-insensitive, but
actual practice in deployed implementations (other than, apparently,
DNews) is that they are case-sensitive. (In response to this
discrepancy, the use of all-lower-case for group names is strongly
preferred.)

This is one of those cases where RFC 977 has to lose out to actual
practice, not least because of the introduction of UTF-8.
