Wait a second.  INN 2.2.2 returns an empty list.  This is consistent
with the algorithm I posted that you said was correct.  If a newsgroup
is neither explicitly included nor explicitly excluded, the default
behavior of PERMmatch is to return FALSE.

By the way, here's an attempt at a description.

When the server compares a list of strings to a list of patterns, the
result for each string is determined by the first matching pattern from
the right.  If a '!' precedes the pattern, the string is excluded.  If a
'!' does not precede the pattern, the string is included.  If the string
matches none of the patterns, it is excluded.
