     Unless otherwise noted elsewhere in this document, arguments
     SHOULD consist of printable US-ASCII characters. 

This sentence seems to need some fixing.  The only other area
in the draft that provides for non-US-ASCII characters for
arguments is in Section 13 under the "argument" production
(btw, there's a spelling mistake described below), which
points to parameter, which allows for UTF-8 non-printable
US-ASCII characters.

When multi-lingual UTF-8 newsgroup names become available
and a client sends out commands requesting for such group names
as arguments, it seems like the otherwise fully compliant
client will be deemed as only "conditionally compliant"
simply because it sends out non-printable US-ASCII characters
(UTF-8 characters) as arguments.

Suggest removing it as it is clear from the production and the
individual command descriptions the range of octet values 
allowed for arguments.
