If new client implementations don't issue MODE READER, they will not work
with many existing INN installations.  You may consider this an
unfortunate design flaw in INN that should be fixed, and I may even agree
with you, but neither of us can change the fact that there are thousands
of INN installations out there that aren't going to be upgraded any time
soon and that in some cases rely on clients issuing MODE READER.

Implying that MODE READER is unnecessary and shouldn't be issued by new
clients seems to me to be a recipe for interoperability problems with
existing servers, something that this working group, given its very narrow
and specific charter, should not be creating.
