ietf-nntp 400 and 502 responses

8.1.3 contains the following:
 
  If the server NNTP determines that the NNTP service is no
  longer available (e.g., due to imminent system shutdown), it
  must return code 400. Note that this response code should not
  be generated due to an inactivity timeout as described in
  section 4.
 
  In the case of any error response outlined in this section,
  the client NNTP should issue the QUIT command (see section
  10.1). This will facilitate an orderly shutdown of the
  session.

Is this use of 400 meant to be generic ? If not, why is LIST EXTENSIONS
singled out as allowing the server to give a panic response ?

Assuming that 400 is meant to be generic, it should be moved to section 4.

Section 8.1 lists a 502 response, but nothing else in section 8 defines it.
Other commands also have a 502 response, which consistently means "service
unavailable". Should this also be a generic response in section 4,
available to all commands ?
