What does this last sentence mean ?

Is a server required to check for *any* header, so that nonsense headers
will simply produce an empty list. Or is the server allowed to give an
error response and, if so, what ?

Put another way, does that sentence mean:
- any header that is syntactically correct
- any header listed in 1036
- any header listed in 1036, plus any X header
or what ?
