Yes, I think the majority feel on USEFOR is that the Replaces has to be
achieved without doing nasty things with the low water mark (such as
causing the space between the LWM and the HWM to become ridiculously
sparse). Present thinking is concentrating on an extension to the Xref
header. This should have no impact on NNTP.

I am glad this problem is being looked at. Please could we have some
indication on this list of what the intentions are? I wrote a long
critique to this list as soon as the draft appeared. A reply would be much
appreciated.
