ietf-nntp which himark should be adopted?

The latest INN which uses storageapi potentially have a
problem that himark in LIST response and himark in GROUP
is not always the same.  I'd like to know which value is
used to estimate himark for news readers.  I can't see
any explanation for it in draft-ietf-nntpext-base-07.txt.
Or any server must give the same number in any case?
