(of course all these comments are just suggestions, even if I use 
imperative mode :-) )

General: I think that it could be stated at the very beginning which
command are extensions, and therefore not needed for a conditional
compliance.

Sect 3 , about SLAVE command: should it be put on a "historical" section,
just for sake of completeness?

Sect 4, inactivity autologout timer. I think that, if the server implements
it, the receipt of any command MUST reset it.

Sect 8. Add a reference to section 13, and maybe indicate with [*] which
commands are extensions. It is easier to see them at a glance.

Sect 10.4.10, PAT. I don't understand if the header is e.g. "Subject" or
"Subject:" and if it has to be cas sensitive or not (I suggest the latter)

Sect. 12.3, NEWGROUPS. I agree that clients MUST use 4-digit year
representation, but anyway we should say what to do if the client is not
conformant. My personal wording should be as follows:

- if the first two digits of the year are not specified, the year is to be
taken from the past, unless the year is the  current.
