ietf-nntp Issue with base draft

As I raised in Washington, I still have an issue with the language at the
end of 9.1.2 regarding server logging -- I believe this should be a
"suggestion", rather than phrased as "should".  It's an implementation
detail -- certainly something I'd build into my server, but it doesn't show
up on the wire, doesn't impact clients and IMHO should not be in the draft.
