ietf-nntp Dropping the Distribution option from Newnews?

I'd drop NEWNEWS before dropping Distribution:.  We actually use the
latter to enable users to keep local posts local.  Further, Usenet 2 (4gh) 
and bofh.* (bofh) use Distribution: to control the flow of traffic.
