ietf-nntp new version of NNTP BASE available

The fourth release of the NNTP BASE document is now available. This document
will be part of what will be discussed at IETF-40, but will only be available 
from academ.com since Internet Drafts cut off for IETF-40 had already passed 
before I was able to get this work done.

Anyone participating in the WG meeting should get a copy of this document
before arriving. We will not be discussion the previous release since it
has been replaced by this one.

upon which we can comment here on the list and also will shape our discussions
