ietf-nntp IETF 40 schedule change

IETF has asked to have the WG meeting moved. So, it has been moved. NNTPEXT 
will now meet on Monday, December 8 at 1530-1730 opposite isn, webdav, cat, 
roamops, mpls, ipngwg, and mmusic.
