ietf-nntp NEWNEWS queries

Two questions which relate mainly to the NEWNEWS command.

1. I want to say

NEWNEWS uk.comp.*,!uk.comp.os.win95,...

which obvioulsy uses wildmats. But the '!' character does not seem to be
supported for wildmats. Nevertheless, that example was perfectly valid
in RFC 977, and it works just fine in INN. Is this omission deliberate
or accidental?

2. I raised this one previously, but noone seems to have answered.

Are control messages supposed to be reported by the NEWNEWS command if
the Newsgroups line of the control message includes a group named in
the newnews? The text is silent on this. INN does not supply these,
so you have to ask for the control group specifically (or one of its
pseudo-variants), and then you receive control messages for absolutely
everything, including all the canel messages in alt :-(. A bit much when
you are just sucking a comparatively small feed, but would like to keep
up to date with newgroups, rmgroups etc.
