This is an imprecise statement. NNTP transmits news articles. News articles
have various methods for encoding information and is "non-standard". The
format of news articles is described in RFC 1036. This is not an NNTP issue,
per se. I think work on revising RFC 1036 would be great, but that is not the
in the scope of work of the NNTP working group.
