As promised I asked Monique about the Tezuka thing and here's what she

channeling a lot of the design sense of Tezuka's "Ribon no Kishi"  while
working on Chevalier. It was translated and released in western markets
as "Princess Knight" though it didn't get a lot of US distribution due
to disputes between prospective syndicators. It was one of the most
influential and revolutionary works in early shojo (girl's) manga/anime
in particular. "
