I'm pretty sure after the first five hells, the demons get dumped somewhere that 
will make them scream:  Heaven.  From there, they get thrown down to Earth. 
Repeat the cycle to taste.

... Oops, there goes a plot concept I could actually use, with all those 
Satanists showing up in my comics.  Oh, well, I can't be the first one to think 
of that.  I swiped it from Marvel's answer to the question:  Where do you go 
after you shrink into the Microverse, then you shrink some more?
