On the other hand, it also says that a server MUST return only the codes
permitted in this specification or in an extension *that has been activated*
(that's why 401, 480, and 483 had to be in the core specification).

Yes, the wording you mention is still there, but I wonder if we should be
removing it, or at least changing it to make it clear it's only a hint on
how to deal with broken servers.
