ietf-nntp anti-spam nntp extensions

The proposals can be discussed on the nntp-extensionss list now. That's been
true since the WG started. People can write drafts and such, but none of them
can move along the standards track until the RFC977bis document is done.
I am hopeful that 1998 will be full of discussions of extensions that
can be moved along the standards track.
