ietf-nntp Initial draft FINALLY available

Nothing in the document (as written) precludes it operating on any other
port. The document (as written) requires it to use 119 if it is to
be compliant with the document. It seems that MUST should become SHOULD
given the messages I have seen so far. More comments from others?
